American diversity visa lottery program will allow persons born in an eligible country only each year. The eligible country list may change every year or will stay as it was. This is done according to their immigration pattern to the USA.

The diversity program rules are placed as, those who want to participate in the draw as applicants must have been born in a country that should had been listed in the U.S Government's eligible country list. The US State Department will publish the eligible country list every year before the start of the DV draw. Eligible country names and the ineligible country names used to be announced through a list published by the US State Department after some special calculation on the arrival of immigrants to their country, every year. The draw will not allow natives who were born in ineligible countries to participate through the online application form. They can qualify by other means. To check this read the current draw's visa bulletin.

Countries that are NOT eligible to participate in the draw are as follows, BANGLADESH, BRAZIL, CANADA, CHINA (mainland-born), COLOMBIA, DOMINICAN REPUBLIC, EL SALVADOR, HAITI, INDIA, JAMAICA, MEXICO, NIGERIA, PAKISTAN, PERU, PHILIPPINES, SOUTH KOREA, UNITED KINGDOM (except Northern Ireland) and its dependent territories, and VIETNAM. Persons born in Hong Kong SAR, Macau SAR, and Taiwan are eligible to participate in this green card lottery.

Why the draw doesn’t allow some country natives from participating in this draw?

Because within the last 5 year period, these countries had sent more than 50,000 people to the USA. So the USA had decide that this number of people are enough to maintain their diversity over there.

Those country natives who had arrived in to the USA in less number (50,000) within the last 5 years period will be allowed to participate in this program to try their luck to immigrate to the USA legally.

Africa Region Countries.

Earlier the entire African nations were allowed to participate in this draw. Recently Nigeria had been listed in the ineligible country list as they had reached the 50,000 limit. So the natives of Nigeria are currently not allowed to participate in the visa name selection draw. They must wait till the later part of 2017 to see whether they will be allowed to participate in the draw or not.

Likewise Bangladesh born people too were barred from participating in this draw. In this year 2016, Ecuador natives are found to be eligible to participate in this years' DV 2018 visa lottery program.

Those who were born in an eligible country and currently living in another country or holding the new country's PR or passport, are eligible to participate in this draw. But the person must meet the other requirements as per the DV instructions.

Neither of your parents was born there or resided there at the time of your birth, you may claim nativity in one of your parents' countries of birth, if it is a country whose natives are qualifying for the program.

If you were born in an ineligible country and your spouse was born in an eligible country, you can apply for the selection draw claiming your spouse country for the eligibility. If you had been selected calming your spouse country for eligibility and had been issued with the entry permit through this program, you must take your spouse too along with you, as you are not allowed to enter the USA under the program.
